Group Responsibilities
The Policy and Governance Group (PGG) is the agency?s lead on government engagement matters relating to intellectual property (IP). PGG covers a broad range of areas, from legislation through to international policy and trade agreements, from audit and attorney registration to legal advice and economic research. As such, PGG interacts across the agency and contributes to IP Australia?s strategic goals.
Section Responsibilities
IP Australia?s Office of the Chief Economist (OCE) was established in 2012 to enhance the agency?s economic capability, support evidence- based policy through rigorous research and analysis. The OCE also exists to raise awareness of IP economics and contribute to public debate.
The OCE:
Influences policy decisions through the provision of robust evidence and data
Provides analytical services upon request to internal and externalstakeholders
Builds and disseminates enriched datasets to support the broader research community with their work
Produces analytical insights to be used in papers and the Australian IP Report (annual flagship publication)
Provides economic and statistical advice, data support and analysis to other business groups in IP Australia
Collaborates with other government agencies and the academia on research projects.
Job Description / Context of the Role
As Data Analyst, you will have strong data analysis and communication skills to work in a challenging and fast-paced environment to delivera range of data and analytical services for the OCE. You will have a keen interest in data science and take initiatives to develop and refine the data assets built and published by IP Australia. This role may also come with some project management and mentoring responsibilities.
Job Specific Duties
Deliver projects to transform administrative data into enriched datasets that can be used to produce analytical insights. This will involve data manipulation and the managing of external contractors to deliver components of the overall project
Attend to requests for data and analytical services to support the work of internal and external stakeholders. You will interrogate large datasets in various formats to produce statistical insights
Provide statistical advice and analysis to support researchers in the OCE and policy areas in PGG
Liaise with stakeholders for data linkage work and the mapping of business facts in IT systems
Prepare documentations for data releases, data enrichment methodology and data governance
Demonstrate attitudes and behaviours responsive to workplacechange
Effective engagement with and management of risk within relevant sphere of influence
Establish clear expectations, achieve work objectives, take ownership and honours commitments.
Maintain an understanding of their/worker responsibilities under the Work Health & Safety Act 2011 (WHS Act) and a commitment to promoting a healthy and safe workplace.
Job Specific Capabilities
The ideal candidate should have strong conceptual skills, highly developed technical skills and a willingness to take initiatives to drive continuous improvement in the work that we do. This role is challenging but ultimately rewarding for people who are motivated and can stay focused to solve complex problems.
The successful candidate will also possess the following:
Ability to use programming languages to conduct analytics and datawrangling
Programing experience in Python, R, Stata or SQL is highlydesirable
Ability to deliver work commitments in a fast-paced customer focused team environment
Well-developed verbal and written communication skills to explain complex concepts
Experience in working with "big data" or administrative data is desirable
Understanding of basic economic principles is an advantage
Experience in data visualisation is also an advantage
Tertiary qualification in a relevant discipline is highly desirable.
